Annual and Multi-year allocation

Pursuant to Clauses 2.1.5.2 and 2.1.5.3 of the Regasification Code, OLT Offshore LNG Toscana publishes the document related to the regasification capacity allocation from Gas Year 2018/2019 to Gas Year 2032/2033.

Notwithstanding Clauses 2.1.5.2 and 2.1.5.3, by 12:00 CET of June 25th, 2018 each Applicant shall:

  • sign the capacity commitments in accordance with the provisions of Clause 2.1.7;
  • provide adequate financial guarantees in accordance with the provisions of Clause 3.1.1.1.covering the obligation of each year the Applicant means to bid for;
  • be eligible to operate on the Regasification Auction Platform “PAR” in accordance with the relevant rules.

The offers for annual and multi-year regasification capacity should be presented through PAR between 14:30 CET of June 26th, 2018 to 14:30 CET of June 28th,2018.

Procedure for the selection of Monthly Slots for the first Gas Year

After the conclusion of the auction, OLT will send to each successful bidder an email communicating the number of Monthly Slot of 155,000 liqcm equivalent to the awarded regasification capacity ,requiring to the latter the relevant priority order concerning the Monthly Slot available in each month the successful bidder have been awarded. Within the third (3rd) business day after the day in which the auction took place, the successful bidder will transmit to OLT such priority order through email.

The Monthly Slots will be assigned to the parties awarded Continuous Capacity according to the following order of priority in the selection of the Monthly Slots:

  1. the party which has already been awarded Continuous Capacity for that specific Gas Year following previous annual or multi-year allocation processes. In the event that there are several parties that have been awarded Continuous Capacity for that specific Gas Year following previous annual or multi-year allocation processes, priority will be given to the party that has been allocated greater Continuous Capacity for that specific Gas Year;
  2. where parties have been awarded Continuous Capacity for that specific Gas Year in the context of the same auction, priority will be given to the party that has been allocated greater Continuous Capacity for that specific Gas Year;
  3.  where parties have been awarded Continuous Capacity for that specific Gas Year in the context of the same auction and for the same capacity, the priority will be decided by drawing lots.

It is agreed that in the selection of the Monthly Slots, the awardees shall guarantee the most regular distribution possible of such slots in the various months in the Gas Year as set forth in article 10 paragraph 4 letter b of the TIRG.

Taking into account the priority in selection of the Monthly Slots each awardee has and the preferences each of which expressed within the third (3rd) business day after the day in which the auction took place, the Monthly Slot will be allocated ensuring the most uniform distribution among the quarters. Within the fifth (5th) business day after the day in which the auction took place, OLT will communicate the allocation of the Monthly Slots to each awardee through electronic communication.

Criteria for the calculation of the reserve price for the allocation of the continuous regasification capacity, with relation to annual and multi-year allocation processes

OLT Offshore LNG Toscana, pursuant to resolution 308/2018/R/Gas approved by ARERA on June 1st, 2018, issues the criteria for the calculation of the reserve price for the allocation of the continuous regasification capacity, with relation to annual and multi-year allocation processes.
